Originating Goods
A good shall qualify as an originating good of a Party if :
| (a) |
it is wholly obtained or produced entirely in the exporting Party as set out and defined in Rule 3; or |
| (b) |
the good has a regional value content (RVC), of not less than 35% of FOB value, and the non-originating materials have undergone at least a change in HS classification on the 6-digit level, provided that the final process of the manufacture is performed within the territory of the exporting Party. |
